U.S. CUSTOM Import BONDS There is only one type of US Import Bond issued by U.S. Custom and the U.S. Customs Bonds have numerous terms, however, the best known name is a U.S. Custom Bond [ aka: U.S. Custom Import Bond or Activity Code 1 Bond or US Import Bond or Surety Bonds or Import License or Import License Bond or Consignee Bond or Continuous Bond (CB) or Continuous Transaction Bond (CTB) or Yearly Bond or Annual Bond or Yearly Bond or Custom Bond (CB) or C.B.P. Import Bond or Importer Number or Importer I.D. or Import Entry Bond (IEB) ] With a U.S. Custom Bond, the importer can use this bond for 365 days and can import cargos thru Any US ports, by air or ocean. In addition, with this Import Bond the Importer is NOT locked in to any freight forwarder or customhouse broker. This means with an Import Bond, the importer has total control over their shipment and can use any multiple forwarders and custom brokers, which ever offer the most competitive rates. US importers are required by the Customs Borders and Protection to have an import bond when importing any products, cargos and shipments from any foreign countries (Title 19 USC, section 1623). The purpose of the Continuous Bond (CB) / Import Bond / Annual Bond is to act as a mean to ensure to the US Custom that the Importer guarantee payment in the event that liquidated damages are assessed against shipments imported into the United States. Further, the Continuous Bond (CB) / Import Bond / Annual Bond is intended to protect the U.S. government in the event the importer cannot or will not fulfill their obligation to pay monies due. There are two basic types of Import Bonds. 1. Single Transaction Bond (also referred to as Single Entry Bond or SEB), which covers a single import transaction at one port of entry. The SEB amount is determined by the total value of the imported cargo and the type of commodity being imported into the US. A single entry bond can only be used for one entry at one particular entry port. 2. Continuous Bond (CB) / Import Bond / Annual Bond, which covers all entries made by an importer at all U.S.ports of entry. The most common surety amount for a CB is $50,000, which is also the least amount recommended by the CBP. The $50,000 surety value has a ceiling coverage of up to $499,999. Beaware: The Continuous Bond (CB) / Import Bond / Annual Bond only covers the U.S. Custom duties and taxes. The value of the imported cargo is not protected by the Import Bond. Continuous Bond (CB) / Import Bond / Annual bond will cover any ISF Penalties, if any **ALL FEES and/or PREMIUM(s) and/or COMMISSION(s) ARE FULLY EARNED ON ALL BOND(S)* ** If Applicant requests a withdrawal of their Bond(s) Application for bond consideration, there will be a 35% penalty charge based upon the fee(s) that would have been paid. |
REQUIREMENT of ISF 10+2 BOND: Effective January 26, 2010, all importer(s) MUST possessed and have a valid bond on file Customs Border and Protection (CBP), in order to file an ISF 10+2 entry. Here is a list of acceptable bonds that will satisfy the requirements of ISF 10+2 regulation. Import Bond / Continuous bond / Annual bond or Custodian Bond or type 2 / C2 bond or international carrier bond (ICB) type 3 / C3 bond or a Foreign Trade Zone (FTZ) Bond. If any importer(s) do not acquired or possessed one of these Bond, CBP may and can assessed a penalty of $5,000 for each ISF 10+2 entry violations. |
